About the Role

Reporting to the K'ómoks First Nation' Chief and Council, the Chief Administrative Officer (CAO) is responsible for the management, administration and delivery of all Band programs and services in order to ensure that the needs of Band Members are met in a reasonable, effective and efficient manner. The CAO will oversee all operations of the Band, ensuring that all activities are conducted in a respectful and responsible way and that decisions and actions meet relevant legislation, policies and procedures. The CAO is accountable for overseeing the delivery of all Band programs, including health, education, housing, social assistance, and administration. The CAO also acts as a liaison between other government agencies and departments (particularly that of Indigenous Services Canada), private industry and any other individuals, groups or agencies operating in the community. They must also ensure that all business and operations are conducted in a responsible and ethical way.

Key Responsibilities:

  • Strategic and Operational Band Management: Provides leadership in developing organizational strategic and operational plans under the direction of Chief and Council.
  • Financial Operations Management: Oversees and supervises all financial operations of the Band including budgeting, accounts payable, accounts receivable, and payroll.
  • Program and Service Delivery Management: Oversees program delivery in all areas, including health, education, housing, social assistance, and administration.
  • Coordination of Community Development Activities: Maintains an open, equitable and service oriented relationship between the community and the Band administration.
  • Band Council Support and Administration: Attends all Band Council meetings; coordinating the preparation of agendas, information and resources for Band Meetings and Band Council Members.
  • Human Resource Management: Recruits, coaches, mentors, and manages staff in accordance with Band standards and performance expectations.


The successful candidate will have at least 5 years in an executive management role, ideally in a First Nations organization, with responsibility in strategic operational management, band council support administration, financial management, human resource management. The CAO must have post-secondary education in business, finance, indigenous studies, or another related field. Sound knowledge of the social and economic issues facing First Nations including the programming and reporting requirements of Indigenous Services Canada (ISC) is key to this role. Comprehensive understanding of the history of First Nations governments, the Indian Act, Truth and Reconciliation Commission Calls to Action, and the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) is also essential. The CAO will also need strong team leadership and management skills and have the ability to manage relationships with both internal and external stakeholders.
